Description and Scope
The Central Plant provides HVAC, dehumidification, and in some cases, hot water, to buildings within the Municipal Center including the Police Headquarters, the jail, the Courthouse, and the Juvenile Detention Center.
This project will replace piping and valves in the Central Plant’s underground hot and chilled water loop which will last about 50 years.
Purpose and Need
The Central Plant's loop has exceeded its service life. The underground piping consists of non-functioning valves that prevent isolating sections of the loop when failures occur.
In the event of minor repairs, it requires mechanical equipment across the Municipal Center to be taken down, the loop drained, and pressure slowly brought up while evacuating air and debris trapped in the buildings' mechanical systems.
Repairs sometimes require closing street and parking lot sections for a week or more, and occupants in buildings that rely on the plant for hot water, such as the Correction Center, are unable to provide hot meals and warm showers when the loop is out of service.
